26. The Policy Panel recommends that the Community develop policies that prohibit the possession and consumption of alcoholic beverages in all Community parks and other Community-owned facilities, except where a permit for alcoholic beverage service or consumption has been obtained from the Community. Permits issued by the Community for the service and/or consumption of alcoholic beverages should include conditions that require responsible service.

27. The Policy Panel recommends that the Community adopt a comprehensive Conditional Use Permit process for on- and off-sale alcoholic beverage establishments. The permit process should include, but not be limited to, mandatory notification of adjoining properties and/or residents, the prohibition of such establishments within 1,000 feet of schools or other uses not consistent with the sale or consumption of alcoholic beverages, and a requirement for mandatory training of servers and sellers of alcoholic beverages. This specific Conditional Use Permit should also include penalties and sanctions that may be imposed, short of revocation of the Permit, for violations of the Use Permit conditions.

28. The Policy Panel recommends that the individuals licensed by Alcoholic Beverage Control and the licensee’s employees must be required to participate in Responsible Beverage Service training.
